Jose lives in the area of Chester County plagued by outdated pipes, an inability to manage high volumes of water, and water flow challenges caused by the Brandywine River. He and his wife work hard, but their biggest battle is raising his family in a house haunted by a history of floods: mold-covered walls, crumbling infrastructure, and a deteriorated kitchen for some 15 years.
